James Hubert Moates, 75, of Siloam, Georgia, passed away on December 22, 2025. He was the son of J.W. Moates and Marjorie Fouche Moates of White Plains. He leaves behind his devoted wife of 43 years, Pam Moates, sister Deborah McClain of Arnoldsville, children Ruben Moates of Siloam and daughter Lori Phillips of Brunswick, and grandchildren Finn and Ila Moates and Natalie and Jillian Phillips. Jim or Jimmy, as he was known by friends and family, graduated from Greene County High School in 1968. He hauled pulp wood until he began his career with the Georgia Department of Transportation in 1970. He started as an engineering aide and helped pave the way for Interstate 20. After helping build multiple roadways and bridges, Jim retired from the DOT as an area engineer in 2001. He returned to work as a consultant with Parsons-Brinckerhoff until 2012. Jim was an avid fisherman, earning the nickname “Moaterboat” from his friends. He fished the Oconee River before it became Lake Oconee, when Linger Longer Road was just a dirt path. A talented musician, Jim taught himself how to play both the guitar and mandolin and enjoyed collaborating with his friends. Jim was also skilled on the smoker, making some of the best BBQ ribs you’d ever tasted. Most importantly, Jim was a dedicated husband, friend, father and “Pop.” He will be dearly missed.
